Fairfax County PL-566 Dams - Improvements to Aging Infrastructure

In 2023, Fairfax County completed the construction of improvements to aging toe drain infrastructure at Lake Barton, one of the County’s PL-566 state-regulated dams which was originally constructed in 1978.  This presentation will provide an overview of the County’s state-regulated dams and PL-566 program, the design and construction lessons learned from the Lake Barton toe drain improvements project, and the County’s future plans for preventive improvement projects on other PL-566 dams.

Ms. Bell is a dam safety engineer with Fairfax County. Her expertise is in the areas of water resources engineering, including dam safety, stream restoration, stormwater management, BMP design, and flood mitigation. She has 15 years of engineering experience in the Washington D.C. metropolitan area and is a registered Professional Engineer in Virginia.

Mr. Mowery is a Water Resources Engineer with GKY & Associates, Inc. His expertise is in the areas of water resources engineering, including dam safety, stormwater management, BMP design, flood mitigation, and hydrologic and hydraulic modeling. He has 7 years of engineering experience in the Washington D.C. metropolitan area and is a registered Professional Engineer in Virginia.

Mr. Kutch is a Senior Design Engineer with GKY & Associates, Inc. His expertise is in the areas of water resources engineering, including dam safety, stormwater management, BMP design, and flood mitigation. He has 20 years of engineering experience in the Washington D.C. metropolitan area and is a registered Professional Engineer in Virginia, Maryland, and the District of Columbia.
