City of Fairfax – Leveraging Small Public Spaces for TMDL Credits

In 2024, the City of Fairfax and GKY & Associates, Inc. (GKY) began planning and designing two projects and completed one project that leverage small publicly owned spaces to generate TMDL credits. GKY planned and designed a level 1 extended detention pond retrofit to the dry pond at Fairfax High School and a land use conversion at Van Dyck Park. In the Fall of 2024, the City of Fairfax completed a project designed by GKY to install a conserved open space BMP and establish a conservation easement on the Mathy Park parcel recently acquired by the City. This presentation will cover the steps taken by GKY and the City of Fairfax to find, plan, design and construct these projects.

Annie is the Utilities Coordinator for the City of Fairfax Department of Public Works with a decade of experience working in local government. She specializes in providing guidance and direction to the rate-paying public about the City's stormwater and wastewater programs. She manages stormwater projects funded by the utility and strives to raise public awareness about stormwater positive practices. Brice is a Senior Design Engineer with GKY. His expertise is in the areas of water resources engineering, including dam safety, stormwater management, BMP design, and flood mitigation. He has over 20 years of civil engineering experience Virginia supporting municipal stormwater projects. Kyle is an Environmental Scientist with GKY. His expertise is in water quality policy and planning, illicit discharge detection and elimination, and stormwater management. He has over 12 years of experience supporting Virginia municipalities on issues regarding E&S and stormwater management.
