Concerned Citizen Cases: Reporting and Response Procedures
Loudoun County is regulated under the NPDES Phase II MS4 permit, which includes six (6) Minimum Control Measures (MCMs) to control stormwater pollution and manage water quality. The Stormwater Team at the Department of General Services provides oversight for these MCMs. One of the MCMs is Public Involvement and Participation, which involves addressing stormwater concerns submitted by the public.
This presentation will provide an overview of Loudoun County's procedures pertaining to varying types of citizen concerns and will highlight special cases from recent years.

Michael Donnelly is a Stormwater Engineer Assistant with Loudoun County’s Department of General Services’ Stormwater Program. He has been with Loudoun County for 3 years. Previously, he worked as an Engineer Technician with Terracon for 3 years and received his Environmental Science degree from the University of Maine Farmington. Kathy Willis is an Engineering Assistant with Loudoun County’s Department of General Services’ Stormwater Program. She has been with Loudoun County for 23 years and previously worked as a Groundskeeper at the Congressional Country Club Golf Course for 14 years. In her free time, she rides her motorcycle and plays with her dogs.
