Efficient Dam Safety Portfolio Delivery through the Construction Manager at Risk (CMR) Delivery Model

Since 2013, ODNR has led a Dam Safety Initiative to reduce the risk of state-owned dams. Through this initiative, ODNR has expedited over $370 million planning, design and construction efforts for 57 high hazard dams owned by the State of Ohio. As the program has matured, ODNR has leveraged different strategies to expedite delivery, including the use of Construction Manager at Risk (CMR). Recently, ODNR has grouped multiple dam safety projects under a single CMR procurement which has significantly enhanced ODNR’s delivery of these projects. Currently ODNR has three groupings of projects being delivered by CMR including 20 dams for a collective Construction Value of over $50M. Overall ODNR has utilized the CMR delivery method for 23 dams for over $220 million in current and completed dam projects. The main advantages to this approach will be demonstrated and discussed in detail. These advantages are schedule savings, value added during pre-construction, risk reduction, and efficiency.

David Moore, PE has over 30 years of experience in project management, planning, civil design, construction, risk-informed decision-making practices, consequences analysis, and flood hydrology for dam and levee safety programs. David has worked on over 300 dams in the US and abroad throughout his career. Jared Deible, PE has over 18 years of experience focused on dam and water resources engineering. He is a technical specialist with extensive dam rehabilitation experience, specializing in embankments and outlet works improvements. Jared's experience includes dam inspection, remediation, upgrades, and new construction, as well as on a variety of other geotechnical projects.
